New list server for SFTalk

Hello all,

We have installed and are now running new list-server software.
I hang my head and admit that I didn't write it as I intended,
because I simply ran out of time. The next release of SwiftForth
is my priority right now, and the list software implementation
went waaaay down.

The new list server will be maintaining a digest of all messages,
and the system has been initialized with a set of five digest
files of all that has already been said. In the future, these
digests will be available as html pages to download or browse
online.

Below is the welcome file that all new subscriptions will be
getting. It contains instructions and suggestions. It may be
amended in the future, and will be available for download
via the GET command.
