It works for me using Netscape 4.51. Did you try using shift-click on
the link?

you'll want to bookmark for future reference. Under the topic: Getting
started/Where can I find documentation on programming Windows? there
is a link to a slightly different Win32Api.hlp download. It contains
some extra help files that might come in handy. Perhaps you'll have
better luck with it :)
