Are words with locals inline compiled?

The Swift Forth manual says this about words defined with Locals:

"...use of local variables precludes interpretive execution of phrases in
which they appear."

Anybody knows what that means, exactly. More to the point does it mean
using Locals switches off the inline compiler?

Thanks in advance for any information on this. I'm currently attempting to
evaluate Swift Forth vs. VFX Forth. The existence of this mailing list and
its archive is a HUGE plus for Swift Forth!
