I believe what you're asking is: which DLL contains this function?

I search the C Header (.H) and C Library (.LIB) files in the MS SDK.
Install the "Core SDK". Make sure to install the "build" files which
includes the C Header and Library files (170MB Download!).

I wish there was an easier way.
