Hi,

Sounds like you need a typesetting tool like Tex. You can write the
program and all the documentation in Tex (using Literate Programming
style) and then use TeX to typeset the reports. The resources are vast
and the learning curve for TeX is steep; but it is a typographers'
industry standard tool.
