Well, the display tab of the Accessibility Options in the
control panel has many settings that enlarge the menu
fonts, but they are all coupled with other changes which
you may or may not like. You can also do an owner-drawn
menu, which is a little complicated, but allows you to
specify any font to draw a menu entry with. Search the
Windows API for 'owner-drawn menu'. There are probably
some other ways (such as specifying a different font for
the system font), but I don't know them offhand.
