Am I missing something -
is'nt that just a matter of calling GetOpenFileName and specifying
the default directory; I've had help with this here in the last
year. Either directly or using ofn-dialog package in ofn.f.
Earlier you had a post re Windows active directory authentication
which is way beyond me.

In an application, I want to invoke a command to allow a user to browse to a
folder in order to allow him to choose a file.
How do I set the initial condition so that the first folder that opens is a
folder that I have specified, and not one determined by the last one that
Windows saw?
