I generally develop my small apps in swift forth and then transfer to
either:

Aztec Forth - this is no longer supported but is a full windows
compatible forth, generates exes of around 23kb -
http://www.tww.cx/azintro.php

and lately I have been using

Reva from ronware.org <http://ronware.org>, this is still under active
development and generates exe of similar size to Aztec.

Difference between Reva and Aztec is the order of items for windows api
calls Reva is the same as swiftforth whilst Aztec is backwards ala Winforth.

Both apps are free.
