Stephan,
Surprise surprise, rebooting all of the offending systems, once with DEP off,
and then again with DEP on (at those sites where their network admin
insists on DEP) the problem went away. The trigger appeared to be
installing the windows update with the program listed in the DEP OptOut
table.
After the second reboot, it didn't matter if the program was in the Optout
table or not, all worked as expected.
The relationship between the cause and the effect completely baffles me but
I refuse to spend another minute on this.
