Arc and ArcTo

I am having trouble with ArcTo;
Arc works and ArcTo doesn't - returns 0 and no line.
MS site says it is unsupported for Win98 which I am
running.(98SE).

9 IMPORT: ArcTo gives an OK.

Is there some extra setting required by ArcTo ? the
API inidcates they require the same input parameters.
