I suggest you post this question on comp.lang.forth. Many of the folks
there are Europeans who deal with this issue on a regular basis. In
particular, MPE (our main competitor, UK based) has done a lot of work
in this area, and have numerous customers with multi-lingual apps. MPE
has written some papers on the subject (although most deal with multiple
character sets) that they can direct you to. The downside is that some
folks will chime in who have more ideas than experience, but I'm sure
you can sort the wheat from the chaff.
