MinGW's MSYS / MSYS-DTK.

IMO, it's a lot smaller/cleaner install process, and yields a less quirky
GNU environment. We used to use Cygwin, but have migrated over to MSYS +
MSYS-DTK to get a common GNU environment between Windows systems and other
servers. You can't do as much with MSYS as you can MinGW (Min in MinGW
does mean "minimal"), but unless you really need a "server" environment,
it's worth a look. Installation amounts to running two simple installers
(one for MSYS, one for MSYS Developer Took Kit that includes things like a
cvs client, etc.). There are also various MSYS-Port packages that are easy
to integrate that can add more functionality by simply unpakcing a tarball.

MSYS + MSYS-DTK does not provide rsync, but it does provide scp.

I don't mind sharing the setup we use off list.
