I've found it helpful to be able to access windows timezone table. This i=
s in the registry at:

HKLM... SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones

Given the name of a time zone you can find out what the adjustment should =
be. I use it to
convert from GMT to local time for users in timezones other then the loca=
l machine.
