Making HCELL With -?

In making half-cell HCELL, I wanted to do it right for 16 and 32-bit systems, instead of just 2 EQU HCELL. I looked up CELL in
core.f and found:
        -? CELL CONSTANT CELL

What does -? do?

SEE -? says: -? ?
LOC -? says:
