If you manually create a project by copying the directory (which is most of
what New Project does), you can change the title by editing the Project file
in the new directory. From Windows Explorer, right-click on the Project
icon. One of the options is Edit. Select that and the Project file will
open with Notepad. Edit the the line that starts with TITLE=.

I use New Project all the time and have never observed this behavior. In
fact, I just tried it now and it works as expected. Make sure that you
enter the new directory name and select the root directory in which it is to
be created.
