Sealed vocabulary

hi all
Just wondered if there is a spiffy way to build a two-level dictionary in a
target interpretive system. One limited vocabulary would be available to
all users; the entire vocabulary would be available via password.
Historically, CONTEXT and CURRENT user variables assisted this capability,
with VOCABULARY as a defining word.
