How do I get the single-step debugger to work? I get DEBUG ?

I'm following SwiftX.pdf 2.4.5 Single-Step Debugger:

INCLUDE DEBUG
TARGET READY
SwiftX/68K FORCE CPU-30/33 ok
DROP-INCLUDE T:\cvs\sx3\SwiftX\Src\SStest.f ok
4 DEBUG 5X DEBUG ?
