TARGET : <name> ORDER

Mike Erdmann once a vocabulary search order help sheet that listed each
vocabulary and context state and the order of each. To do this for TARGET :
he got the word ORDER to run while compiling a target definition. What
needs to be done to do this (without ACCESS_VIOLATION)?
