It's not a variable. Starting a path with % means "up two levels from the
directory containing this exe file". Consider the default installation path
to SF.exe (or one of the SwiftX Lite exe files):

C:\ForthInc\SwiftX\Bin\SF.exe

Any path you specify starting with % will be rooted in C:\ForthInc.

That's probably not the answer you were looking for, but is it clear to you
what's happening with the path expansion?
